Does it support Oracle DDBBs?

Nope currently CiviCRM supports only MySQL database.

if its not the case, could an oracle-to-mysql migrating tool be an alternative?

CiviCRM internally used PEAR DB Dataobjects and i think it supports Oracle. But i think some of the queries might be specific to MySQl that you will have migrate / fix.

Also our internal app includes a label printing functionality for traditional mailing. Does CiviMail have any kind of similar funcitonality or workaround?

CiviMail does not have label printing functionality. But this functionality is present in CiviCRM, so you can search  for contact and print mailing labels. Note that CiviMail is just one of the component of CiviCRM.

Another question btw, is there support for creating and managing metagroups or metalists that include various groups/lists?

Yes you can create Group in CiviCRM and which can you used as mailing list and using CiviMail you can send mail to one or more groups.

I would suggest you to play with CiviCRM on http://drupal.demo.civicrm.org . It will make things more clearer and will give broader view on scope and limitations in CiviCRM.
