Like "department" select list changed by "college list?

no. but if you are javascript savvy you can potentially do this using javascript in a customized template.

If this is part of Event Registration - CRM/Event/Form/Registration/Register.tpl

In general, you can figure out which template file using View Source from your browser and searching on '.tpl'
