Problem with addresses and Paypal -- where to change the setting?

We've successfully used CiviEvent for managing ticketing for other events.  (Civicrm 2.1, Drupal 6.4)
This time, I'm getting people with "successful" event registrations, but no addresses (technically still pending, as Paypal is holding them, because of the lack of a confirmed address).  Now, the address can't be confirmed, because these people are not even giving addresses. This is particularly interesting, as my form requires an address on our side, which I think is getting passed to Paypal's form (it seems like I clicked a setting somewhere to do this, but where is it?). 
Now, with my form to require the address as part of the  registration process, all fields are required, yet somehow, I just received one without the street address.  How is this possible?  I tried replicating it, and the form returns a note saying the field is requiring it. 
This leads me to believe that somehow Paypal is overwriting the address.  How could it be doing this, and how do I fix it? 
(This is a major issue, as it is an event for which we are mailing tickets!)

are you using paypal pro or paypal standard? we dont require the address for standard

for paypal related issues, the paypal forums might be a better bet
