Best way to add chapters (but still keep overall organization)?

Hi everyone. Please excuse a newbie question. I am using Civicrm with Drupal 5.

I have an organization that has numerous chapters. Every member is a member of the parent organization, but only some members are also members of chapters. The parent organization often communicates with all members, and the chapters communicate with their members as well.

I know I can enter Chapters as organizations, but I don't know if that will work with my setup. Would it make more sense to setup a custom field (select list) for the chapters?

Have you looked at the potential for Tiered/Hierarchical Groups to deliver what you need? It isn't clear if you are trying to sort out how to handle the 'membership', the member fees or just how you communicate to them. The latter would be a good fit for Tiered Groups. (Search for nestable groups i think)
