CiviMail click-through tracking converts links to relative ones

Hey everyone.  Some of you may remember an issue in 1.9 where the dojo editor converted links you embedded into a mailing to relative paths. Especially links to your own domain.

Well, I think it's back. At least it's happening to 2 of our clients' sites and I'm banging my head against the wall to figure out why this is happening.

I'm creating a mailing, inserting links to to site's domain as well as http://www.google.com and when the mailing is sent out (with track click-throughs enabled), the message puts in relative links like http://sites/all/modules/civicrm/extern/url.php?u=15&qid=266 instead of the right link.  If I just paste the link into the body of the message without embedding it, it works fine.

I tried the same steps on 2 different sites and the same thing happened. When I turn off "track click-throughs" it works. So there is something happening when it rewrites the URL's embedded into text.

Also, I tried this for both FCK and TinyMCE. Same problem for both editors.

I replicated this on two sites that are both 2.1.2.

Ok. Found and solved the issue. From Jason at DT:

The userFrameworkResourceURL wasn't set with the full URL despite the settings in civicrm.settings.php.  Updated the values in the Global Settings -> Resource URLs.

hope that helps someone else who may have this problem.

We had this issue after our recent upgrade to 3.1.3. The global settings must have been overwritten in the upgrade. Thanks for this fix! It worked.
