Contact matching not working on sandbox

On the sandbox for drupal, I logged in as admin (demo/demo) and created 2 contacts both with exactly identical:

First Name: test1
Last Name: test1

User defined fields: English & cricket

After creating the first contact i entered the information and ran check matching but it returned no matching contacts found. I am seeing similar behaviour on my local install (2.1) too. Is this expected, from http://forum.civicrm.org/index.php/topic,4360.0.html, I gather that contact matching in Civicrm should be working.

https://drupal.demo.civicrm.org/civicrm/admin/deduperules?action=update&id=4

The latter two control how the matching is done (fuzzy vs strict). I tweaked the parameters so the fuzzy rule will match first/last name
