When you click action.forward and go to the site to enter forwarded emails you

get this error after you click sned/submit
Mailing is not forwarded to given email address(es).

Yet all other mailing features seem fine.
CiviMail
Test SMTP
Send Mail to contact.

I tried as anonymous and drupal admin.

Any thoughts?

Can you add a few debug statements to: CRM/Mailing/Event/BAO/Forward.php, function forward

and see why it does not return true

i just tested this on 2.2 and noticed a few things:

1. mail is not forwarded to email addresses which have already received this email in the same mailing/job

2. u can only forward it to an email once due to rule 1

Just tested again with an email not in the system and it worked.
Maybe the message should say "Some addresses have already received this email?"
