Permissions and CiviMail

I've reviewed the CiviMail interface while logged in as a user with restricted rights.
The rights fail in several areas based on my user restrictions.
Specifically, I can view all previous recipients of any civimail message sent.
I can also send anyone an email.
Should I expect CiviMail to behave correctly when using permissions?

We have an install of CiviCRM that is shared among a network of sites.
There is one parent organization, who uses CiviMail, and a growing number of child sites.
The child sites only insert and manage their own contacts.
But now they want to send out emails.

Any thoughts on locking down contact permissions within CiviMail would be appreciated.

CiviMail should respect "most" privileges with regard to contacts. Users should be able to only see groups that they have permission to etc (and hence only those mailings which are sent to the groups which they have access to)

The reporting does not have any ACL restrictions. So if you can see a mailing, you can see all folks who it was sent to etc. I think it should work quite nicely for your use case
