I'm sending off my e-mail, but instead of
http://www.petitiononline.com/Ethallen/petition.html
I'm getting
http://www.railvermont.org/administrator/components/com_civicrm/civicrm/extern/url.php?u=5&qid=406
which returns a 404 (page not found) error.

What is this "feature" and how do I understand how to use it successfully or turn it off?

This is the method that CiviCRM tracks click throughs.  If you don't want to track, in version 1.9, the first item on CiviMail step 2 is a check box for Track Click-throughs.

As to why you are not finding the page, I'm not sure.  I think the record for the mailing might have to be present for the click through tracking to work.  Seems like I deleted the mailing record once and the click through didn't work.

There may be issue if people forward the email with click throughs.  I assume the count as the initial recipient.  Forward looked OK in my test, but I've seen some funny stuff in the links when one other person forwarded.

Are you sure your civiMail item is still in the queue as completed?

Hmmm.  Well I tested the links in my test message.  Which of course I sent to myself before the mailing was completed.  But it would be funny for links not to work until the mailing was complete, because what if someone got their mailing first, before the whole mailing was complete and tried to click on it.
But I'd earlier sent a message with an invitation to click to sign up for a mailing list and heard back after it went out that this link returned a 404 error.  And indeed, nobody signed up.

1. links should work even before the mailing is complete

2. you might want to ensure that this url works for an anon user:

http://www.railvermont.org/administrator/components/com_civicrm/civicrm/extern/url.php

(gives a 404 right now), while

http://joomla.demo.civicrm.org/administrator/components/com_civicrm/civicrm/extern/url.php

this does work. Not sure if there is some htaccess rule or something else blocking access to that url

Sending a real mailing to a small group is probably a good idea. Testing as anonymous and as a non-admin user is also a good idea (IMO)
