group registration for civiEvent

I have a potential client that would like the ability to register x number of event attendants from a given participants for an event.  If all the available seats for that group are not filled, a notice should be sent to the group contact letting them know that they have seats available at the event and that they should offer them to members within their group. 

Is there currently any feature set that can accomplish this in civiEvent?

I dont think so. The CiviEvent additional participant functionality expects to hve the exact number of participants and all the information about those participants during the registration process
