Tagging contacts according to sampling rules

We want to select a sampling based on 10% of our database, which is about 100,000 contacts. The selection will be non-random and based on rules to be defined. Once selected, the contact would receive a tag that will be used for a mailing that will point them to the survey form (Drupal webform).

Does anyone have any ideas about a technique for doing this?

This is quite easy using 2.0 and custom search. For 1.9, your best bet would be to write an external script that codifies your rules and tag / put them in a group

Out of curiosity, how are you going to link the response in webform and the contact in civicrm ? Are they anonymous replies ?

The Drupal users are already linked to CiviCRM contacts. The replies are not anonymous
