I made a daily (morning) Opt Out Notice to the CiviAdmin

The client asked if she could get emails when someone Opts Out / Unsubscribes.
So I made this drupal module.
I should make it do ONE email for all Opt Outs but it does ONE per.

I am trying to get an account with drupal to post modules, just waiting on approval.
