Basic Parameters

I hope someone can help.  I am unable to create a menu item because there are no basic parameters drop down when working with a new menu item for CiviCrm.  I did a search and it said that it could be because of civicrm.xml missing http://forum.civicrm.org/index.php?topic=6014.0 BUT it will not allow me to upload that file, it gives me a permission denied no matter how I try to upload.  Can anyone help?

IMO you should try reinstalling CiviCRM.

The only parameter should be the profile number really plus the system variables like show page titles.

But say for dashboard, there is no profile number so there is no parameter.
