On the enable components page, there is no CiviMail. Was I supposed to download this component? I thought it came standard.

CiviMail component code is included in all downloads. However, it requires PHP5 - and so the component is hidden on the enable screen if your server isn't running 5.x.

My website has the option to run PHP4 or PHP5, but for compatability I have been running php4. I have just upgraded my website to use Joomla and done the hard yards installing CiviCRM and launched the site last week.
I would like to use Civimail but I assume I have to load the PHP5 version of CiviCRM (civicrm-1.7.9821-joomla-php5.zip)
what do I need to do change over from the PHP4 Code?

It was the same with my site. It had options to run PHP4 or 5 but was on 4 by default. I had to add a line to my .htaccess file. I added this to the top
