Upgrade from 2.1 throws error

I have 2.1 installed and downloaded the 2.2 beta and followed the instructions, but got the following error message on upgrade

Were you logged in when you tried upgrade process ? If yes, make sure logged in user has correct permission or try upgrade logging in as admin user.

Yes, I followed the upgrade directions for upgrade from 2.1 to 2.2 and yes, I was logged in as the administrator

What's your version on 2.1 ?

I tried upgrade from v2.1.4 to beta1 worked fine for me.

I just gave up and started from scratch and just did a new install instead of an upgrade.
