Administer UI in Joomla

Either the Administer CiviCRM user interface is confusing to me, or my install isn't quite correct.  Here's what I see:

The text enclosed in the box links to the same url as the text below the box.  Is this correct?  Why are the links duplicated?  What's the purpose of the text enclosed in the box?

The admin screen should be showing an icon + text for each item. In your install, the "Resource URL" under Administer CiviCRM >> Global Settings >> Resource URLs is apparently not set correctly. Hence, your browser is showing the "title" of the icon image instead of the image.
