Tags link not working

In Windows (IE or Firefox) the tags link is not working, unless you first visit the tags tab.  When I click on the tags link on the sumary page I get the yellow error screen with the error message "Could not find valid value for cid".  I was abe to reproduce this on the drupal.demo.civicrm.org sandbox (build 18656, sorry if that is 2.2 and not 2.1.4 meaing I'm in the wrong forum).  The only really odd thing about this is I can't reproduce it on a Linux box.  Also, again, the error does not occur if you click on the tags tab then return to the summary tab and click on the tags link.

I know you guys primarily use Macs, if it help and you have a Linux box around I was able to re-produce it using VirtualBox (Vista and XP)

Looks like a bug, can you file an issue in jira ( http://issues.civicrm.org )
