Requiring memberships to be authorised or confirmed

Hi - any obvious quick routes to having a Membership set as Pending until someone authorises it - eg by confirming that the person does have the qualification they claim?

So it is built in to newsletters/groups but system needs to be extended to put Membership status to Pending. Anyone found a useful work around? Clearly we could have the profile that gets filled out with Membership to fire an email - but not great.

What would happen if 'drupal account' was required in the Profile but the Drupal user settings xxx/admin/user/settings were set to " Visitors can create accounts but administrator approval is required." - would that mess other things up?
