Changing User Account Information

My boss is being blocked from Civicrm.  I am trying to change her password and getting this.  How do I get her set up with a new password and into the D-base.   

A non-recoverable error has occurred.
Database Error Code: Cannot add or update a child row: a foreign key constraint fails (`dcdaysrocks_civicrm/civicrm_email`, CONSTRAINT `FK_civicrm_email_location_id` FOREIGN KEY (`location_id`) REFERENCES `civicrm_location` (`id`)), 1452

Looks like you are on CiviCRM v1.9, this is very old release ( no longer supported by core team release ).. so I can only guess..
Can you empty your civicrm_uf_match table and see if it helps.

Would strongly recommend upgrading to latest stable release..

On a non-logged in computer, can you user her username or email address at the login page to cause the system to send a new password to her email address?

Updating CiviCRM is not an option for us, unfortunately.  We tried getting a replacement password but receive the same message as above when she tries to log on with new password.  What if I just delete the user and create a new account for her?  I can't see where to delete a user in Administer: User Management: Users.

Also make sure you don't have multiple users with same email address in drupal.
