What permissions should I give/steps to take for  an organisation contact (The person that has signed up on behalf of organisation) to be able to add new contacts to Organisation or Edit Organizations employee?

Also, how can the contact person access the Org membership and possibly change it?

Currently there is not any configuration to do so directly.
But by using combination of Profile settings, CiviCRM ACLs , you can configure this behavior.

Steps to follow
1. Create a profile with  settings "Add new contacts to a Group?" set a particular group.
2. Configure your Contribution page( which is having on behalf of  organization enabled ) with this created profile.
3. Now in Administer CiviCRM >Access Control > Manage Roles. Here add a role which can have permissions to View/Edit members of group which is selected in profile settings.
4. Administer CiviCRM >Access Control > Manage ACLs , Create new ACL which will give permissions to View/Edit "A group of contacts". In "Group" select group which was selected in profile settings. Select newly created role.
5. Administer CiviCRM >Access Control > Assign Users to CiviCRM ACL Roles, here assign newly created role to Group.

Is there a way to do the above that would involve the ACL hook - basically set up a Permission and use the ACL hook to confine the person to only see contacts in their company?
