Strange import + dupe matching behaviour

Using CiviCRM 2.1.4:

After importing a CSV file with street address, city, postal code, etc. all mapped onto the "Home" address, no address info shows up for the imported users in the search summary. The imported contacts appear no different from the pre-existing records in that all have the "home" address marked as primary.

Also, duplicate matching on import (with duplicate behaviour set to "update") seems to not work at all. I am using first name, last name, email, and street address each weighted @ 10, with the match threshold = 29 (as the "strict" individual rule), but duplicates are being created all over the place that should match on the name fields + street address.

Ideas? Anyone seen these problems?

OK "not work at all" is an overstatement, at least some of the addresses were honest non-matches. But I am concerned about the fact that the new contact addresses are blank in the search results yet seemingly fine in the contact summary.

One more oddity. When a record throws a "matches more than one duplicate" error, and has been set to tag contacts on import, the first of the two dupes is tagged. So the record is not imported, but an existing record is tagged as though it had been.
