Global Setting page not rendering, and other problems

I am migrating our installation from one server to another. I find that on the new server CiviCRM is not displaying properly in any theme. My hunch is that has something to do with how the new server is handling JavaScript. For example, the "Global Settings" page does not render at all.

Any suggestions as to how to troubleshoot this?

Sounds like your Resource URL and possibly other path settings are incorrect. Check this doc:

Thank you. I had to change some write permissions for this to work, but I now have the Global Settings revealed.

BUt I still have a problem with how it is rendered. it seems to me that there is a problem with rendering of JavaScript.

I will post a separate message on this as it really is a different issue.
