Error: Could not create directory:

Moving Drupal/CiviCRM site to new location. I only have SQL data dumps, no config files from previous site.

Installed CiviCRM successfully, then dumped in SQL data. Now receiving error:

"Error: Could not create directory: /usr/local/username.

If you have moved your database from a development install to a production install and the direcotory paths are different, please set the column config_backend in the civicrm_domain table to NULL. You will need to reinitialize your settings in the production install."

The DB is caching the base directory path. The path should be /home/username/site.com. I have looked at previous solutions which mention (as does the error above) to set config_backend to NULL. I have tried setting it to NULL and blank (not null). I have also recreated civicrm.settings.php.

Anything else I am missing?

Also, what does "reinitialize your settings in the production install" in the error message mean?
