Do I need soap installed on my server?

I may have misunderstood the requirements of this service when I signed up - am I required to have php on my server complied with soap in order for this to work?  (I was trying to avoid this - the server that I am running on is missing many of the prerequisites for running civimail).  I am getting this error on the civiSMTP setup page and I am wondering if not having soap installed is the cause:  "Civimail User Check : it appears that the proxy URL that you gave is invalid"

This should work:
https://www.myncsc.com/sites/all/modules/civicrm/extern/soap.php

If I am indeed required to have soap setup on the server where my civicrm is installed can I get away with using something like php2soap? (did I just make that up? I think I meant SOAP:Lite)

yes, you have to have the soap libraries installed in your php.

please consult with your system administrator or hosting provider on how to get that setup.

the soap url has to work in order for the civismtp service to send bounces, subscribes, unsubscribes and etc to your civimail.
