I purpose to add 2 fields in this page:

Domain Throttling limits the number of emails to specific domains to keep on the friendly side of their system administrators (e.g. hotmail, yahoo, gmail)
Email Throttling time distance between sending of one email and another
these 2 parametes are commonly applied from the 2 of the most famous newslette opensource systems in the world: phplist and pommo.
