Default timezone? and how to change timezone? and legal time?

I set up my cronjob to work any 5 min an it look to work well, i have done a test scheduling immediately and htis is gone, then i planned after 10 minutes, but also after 40 minutes it is not yet gone out, so I'm supposing that civimail is not yet considering my timezone, I have setted in globalsettings that i'm in italy, so I was hoping that he is in sync with my timezone now, but I'm supposing not..
At the end I receive the shceduled mailing at 3:45 AM instead of my settings at 9.45 PM, so i have to remember anytime these 6 hours of difference or there is some way to change i by admin or by hand in code?
And what will be when as my country also others will change legally the timezone? I have to change it by hand or is or wil be possible to change it automatically? Whait is better to do about it?
One solution is to get a VPS, and set the timezone in it.

I got the same problem and worse.

The email do not sent even choose immediately.
I sent the email at 15:00, but its schedule time is 7:00 of the same day.
How can it schedule back to the past  ???

he is just using timeone of webserver and not your , he don't know your time zone, so he go by himself, for him it wasn't past, and anyway for many companies is very useful t shcedule, for example prepare an emal friday to send it monday or tuesday.

This is a topic that comes up every now and again. Here is a workaround:

Turns out that CiviCRM Uses the TZ inherited from php. You'll need to change a value in your php.ini file.
