New Profiles, "Your API Authorization is Failed. Thank you..."

I've edited the default "Name & Address" CiviCRM Profile and am using it for new registrations.  However, after the form is filled out and saved, users see this error:

Your API Authorization is Failed. Thank you. Your information has been saved.

It appears the account is created anyway.  What API Authorization is it talking about and how do I fix it?
