This is a solution not a support request.

Got this error when moving the directory of a CiviCRM 2.1 install on Drupal.

Fatal error: Uncaught exception 'Exception' with message 'XML data could not be loaded. Make sure you specified the correct path.' in /home/irestus/public_html/drupal/sites/all/modules/civicrm/packages/IDS/Filter/Storage.php:217

Took care of it by following the last step as seen on this docs page, regarding deleting the contents of templates_c    The contents of the templates_c directory seem to be, in my experience, a source of great difficultly during migrations and upgrades.  Don't hesitate to delete the contents during debugging just to "make sure" it's not the problem.

Thanks, but didn't work. Ouch... Migrating shouldn't be this pain.

Another common solution is to delete files/civicrm/upload/Config.IDS.ini

Another solution to this issue:
 Delete the file  sites/default/files/civicrm/ConfigAndLog/Config.IDS.ini
