I have a CiviContribute form with 2 profiles (let's call them A & B), and regardless of what "order" number I set in the Profile Settings screen, it always resorts back to "1" and my profiles are out of order.

The order should be:
Sign-up Form
Profile A
Credit Card Data
Profile B

But what I get is:
Sign-up Form
Profile B
Credit Card Data
Profile A

Since profile B is an "agreement of terms" type box, it needs to be last.  Incidentally, due to an issue with ReCaptcha I disabled it.  The Recaptcha was associated with profile B, and profile B was showing at the bottom of the page in the correct place until ReCaptcha was disabled.

Hello,
I've had this bug from 2.06 to 2.1.1, at least.  One workaround I found was to disable all but one profile, this then forces the system to use just one profile which you can set properly.  Then I enabled the other profiles and added them.
The problem occurs with all profiles, with membership and with events.
I'm not using 2.2 and it's fixed some issues and brought up others, but no profile bug at the moment.

ps I have a note here to go to the Profile's settings, and set the order.
"Weight controls the order in which profiles are presented when more than one profile is included in User Registration or My Account screens. Enter a positive or negative integer - lower numbers are displayed ahead of higher numbers."
