Import not working at all

I am having an annoying problem.  I have been working on uploading a 1400 row csv file and the first time I uploaded it there was a formatting error in the file and I had to delete all of the contacts from the database.  After I had fixed the formatting error I attempted to upload the file again.  It said that it had uploaded fine and there were no errors and all fields had been uploaded, but in fact only 200 of the 1400 had uploaded.  I have since tried again and again with the same result.  It immediately says the file is successfully uploaded after I click import, yet no new fields have been imported. 

I know there are other posts on this problem, but I have looked at all of them (I think) and can't find any solution that helps.

Here is my configuration information:
PHP version     4.4.7
MySQL version    5.0.27-standard
CiviCRM version 1.7

If anyone can think of any reason why I am not able to upload at all please let me know.

First make sure you are running the latest revision of 1.7.

Next, check your webserver (apache?) log file to see if any explicit errors have been reported.

If those don't turn up anything, the next step for figuring out what's going on is to try and recreate the problem on our public demo install. This will help determine if there's something in the data, the import mapping or your installation.

* "desensitive" several rows from your file - 10 or 20 - (i.e. change names, phone, email...)
* create any custom fields on the demo which you are trying to import
* do the import using the same field "mapping" as you've been using - and saving your import "mapping" as you proceed

Well, I have made sure that I am running the latest revision of 1.7 for Joomla.

My webserver log (yes I am running apache 1.3.37) does not show anything odd.  But, when I attempted to import the data on the demo it did the same thing that it is doing on my server.  It told me that the data was uploaded successfully, and when I searched for the contacts that I just uploaded only about 20% had actually uploaded. 

Is this a problem with the data I am using?  If the data is corrupt what is the best way to fix the data so that I can imported?

Since the problem is recreatable on the public demo - please file an issue in the bug-tracker.

* Attach the desensitized import file to the issue
* Attach a screenshot of the import field mapping screen - so we can replicate your steps
* Describe the expected and actual results
