Case:

You want to be able to force users to enter required fields for events and registrations, and you have multiple custom data sets with required fields.

When doing this, and marking fields from two different custom data sets with required fields, you cannot process a backend registration without those fields being filled, where you might not necessarily be taking down data from two different data sets.  There needs to be an override for Required fields when in the back end or the custom data sets need to be swapped for a custom profile relationship associated with the event itself. (as selected when configuring the event)

This would improve functionality.

Make the required field as a setting in the profile and not the custom data. That way an admin need not enter a value while a user filling out the profile has to enter a value

Excellent... It just dawned on me that I could do that a few minutes before I just checked back on the forums.  This needs to be added to the documentation.
