As I understand it, Civi takes contact record's address information from the contact record's "location" that is set to primary whenever it needs a physical address for things like displaying people on a map or printing a bunch of mailing labels. In a similar way, my understanding is that when I send a bulk email through CiviMail, Civi takes the contact record's email address from the primary location. Am I understanding this functionality correctly?

If so, then how would I store information for one contact that wants to receive paper mail at home and email at work?

You can have home as your Primary Address, so mailing label etc can be generated for primary. And then check "Use for Bulk Mailing" for email (Work) so all mails will be send to work email.
