removing "fuzzy" and "strict" categorization of dedupe rules

As of [CRM-4124] all default rules are run regardless of whether they are strict or fuzzy.  This means that the terms strict and fuzzy no longer have any meaning.  It was a fairly a difficult concept  to describe to non-technical clients anyway.  Should we just remove this categorization, so that there are just many dedupe rules with one default per contact type?

the general principle is as follows:

1. only one rule is run at any time

2. if a civicrm admin is present for the operation (like edit / create contact), run the fuzzy rule, else run the strict rule (for contribution/event transactions)

3. the user can choose to run any rule from the manage rules screen

That issue does not seem to indicate that multiple rules are run.

Those principles sound reasonable (if that's what's happening internally).  However none of the help documentation (either within CiviCRM or on the wiki) says anything like that.  Perhaps it's just a matter of updating the help documentation to reflect those 3 principles.
