nope, mysql 4.x is not supported

Even CiviCRM 2.1.4? My server won't be upgrading to MySQL 5.x for a while...

we've supported only 5.x since civicrm 2.x

i'd recommend you either change hosting providers or use another package that will work with mysql 4.x. Older versions of civicrm are not supported by the core team
