File does not exist/Could not copy PHP install file

Yesterday I tried to install CiviCRM 2.2.1 to a shared hosting account running a fresh installation of Joomla 1.5.10. I uploaded the zip file to JOOMLA_HOST/tmp and unzipped it. Then I ran "Install from Directory" on the Joomla control panel and got the following message:

        * JInstaller::install: File 'JOOMLA_HOST/tmp/com_civicrm/install.civicrm.php' does not exist.
        * Component Install: Could not copy PHP install file.

I've tried changing permissions on the directory (to 777) and checked all Joomla permissions. What else could be done?
