I have a Client and in the Tags tab there does not seem to be a tag for that status i.e. Client. Would I expect to be able to assign a tag to a Case Client and is this list configurable?

Yes, you can tag to Case Client but not directly. You can use Civicrm Hooks, you can assign tag for Case Client ie Postprocess of Open Case activity.

For adding new tag to existing go to Administer CiviCRM>> Tags (Categories) under Option Lists
