1. I have set up a paid membership registration in drupal using CiviRM. If someone registers, they type in their information and then are taken to the Paypal area to pay. If they close this window, and do not pay, they still receive activation notice for their account and they are now listed as active in the user list. Any thoughts as to what I am doing wrong? I want them to have to pay before they are activated as a user.

2. Once I get the membership figured out, what is the simplest way to limit pages so that only those paid members have access to it (a membership area)?

If you could point me in the right direction, it would be greatly appreciated.

"limit pages" means are you talking about drupal site pages ?
If yes, then by using CiviMember Roles Sync module, you can synchronize drupal role with civicrm membership. And by various permission to these roles you can restrict users to certain area of site.
http://drupal.org/project/civimember_roles might help you. Please use this linked page for reference about what the module does - but do not download from there. The module is included in the CiviCRM distribution (starting w/ 2.1).

This module also solve you non-paid members problem

Though account of user get created, but he doesn't get permission as his Membership status will be pending results user get restricted access.
