very specific need...very specific question

Currently need to show my city council that there is a large constituency that does not favor proposed legislation aimed at the live music industry in Baltimore.

Just need to do this exact thing -> https://secure.freepress.net/site/Advocacy?cmd=display&page=UserAction&id=277

create a web page that will send an email to our city council on behalf of the person visiting the site.

I wouldn't know my Drupal from my Joomla if it came up and cooked me dinner.

I can fight my way out of a wet paper bag with HTML if there was fire in the building but wouldn't say "I code." in public.

Can CiviCRM do this? Can I do this? I have access to professional webmaster help should I need it.

I think you would have an easier path via Drupal modules to be honest

I would agree.  A client of ours did something very similar to what you're wanting using Drupal's webform module http://drupal.org/project/webform. See here for an example: http://healutah.org/nuclearutah/waste/energysolutions/senators

The webform module allows you to:
  • set a target email address
  • download the results as a CSV (to later import into CiviCRM)
  • set default text for the "action"
  • and more

That being said, more powerful advocacy tools will be a part of CiviCRM one day. It's just a matter of time :)
