CiviMail New Mailing strange behaviour at step 4

Everytime I move from step 3 to step 4 while performing "New Mailing", there'll be a window pop-up for download index2.php

It doesn't make any impact by just click cancel to cancel the download. But I'm curious what make this happen.

I am not able to replicate this on my local install. Can you try on http://joomla.demo.civicrm.org
