I am trying to help a client (on CiviCRM 2.1.6) search for members of group A who do not have tag X. The search builder produces bizarre results when looking for group = group ID of Group A and tags != tag ID of Tag X. A quick test on the demo site shows similarly bad results.

To test: assign the "Volunteer" tag (ID 5) to all 26 Individual members of the "Newsletter subscribers" group (ID 2); remove this tag from the first three. Now use the search builder for Individuals with Group = 2 and Tags != 5. It returns two contacts, one of whom is correctly identified, and one of whom is in fact tagged as a Volunteer.

From the looks of the documentation, this should in fact work. Am I missing something, or is this a bug?

Except that the custom searches also don't seem to work. With the same setup as before (using the Custom Search to include the "Newsletter Subscribers" group and exclude the "Volunteers" tag) only one contact is returned instead of three.

It likewise produces two too few results on my client's install, which may or may not be a coincidence.

And lo and behold it worked, both on the demo and locally! Thank you kindly.

I wonder what's broken in searching by Tags ...
