Enabling hierarchical tags

Is there somewhere in the administrative menu that I can go to enable hierarchical tags ?  I read mention of enabling them but haven't found any way of doing so yet.
Please let me know, I'd like to test them out.

No. You can directly add them by selecting parent: http://drupal.demo.civicrm.org/civicrm/admin/tag?action=add&reset=1

We have a sample site with 2.2 and also I am testing on the demo.

Is there somewhere I can read more about the way the hierarchical tags should work?
We are looking at using them to organize tags for several locations which will be using the database. Ideally each location would have3 its own set of tags (only visible to them). Beyond that if each locations tags were just separated by parent this would also work.  Right now the way it looks is as if the tags are separated hierarchically  in the tab, but not in the edit screens.
