How give a supporter a user account?

I want to get another staff member a user account. He is in the CRM as a supporter now. How do I add a user account to his record, or how do I link a user account to that record?

I tried to find info in the docs, etc, but couldn't. If there is a how to for this, simply post the URL. Thanks!
