Can CiviCrm do this? - Our requirements

What we need is REALLY simple:

1. Maintain something that looks like a standard drupal site for posting articles about our organization.
2. Setup a couple of "blogs" for various projects of our organization.
3. Allow members to join organization and pay via PayPal - Annual dues for our organization. This is NOT paid access to website content.
4. Print a list of members.
5. Sell tickets to events vial PayPal.
6. Print a list of ticket purchases for an event.
7. Send a newsletter to our 300 members.

Note: Our group is not tech savvy nor is it Internet Interested. So, the site will be maintained by 2 or 3 people and very few comments posted. So, we don't care about people registering for a site userid and would prefer that not be required.

The overall answer is yes - the requirements below can be met with a combination of Drupal and CiviCRM.

Items 1 and 2 are strictly Drupal features.
Items 3 and 4 are covered by CiviCRM's CiviMember + CiviContribute components
Items 5 and 6 are coverd by CiviCRM's CiviEvent component

Item 7 is the one possible "fly in the ointment". CiviCRM's CiviMail component is designed specifically for newsletter/mail blasts. However, it requires significant technical expertise to install - and can not be run on many typical virtual hosting setups. HOWEVER, a hosted CiviMail service offered by Urban Alliance for Sustainability is now in beta. Check out this thread for info:

That's interesting ... I'm was looking at phplist for email and realized we needed more member and contact management functions.

How are others handling their email ?  Would we export and import into something like phplist.

Specifically what type of install issues are there with the CiviMail module?

I don't know anything about phplist, but the problems of doing mass mailing from your own server are numerous, regardless of the software you use. I use & highly recommend the UAS service for CiviMail:

I agree with mchapman2000.  Use the UAS service, as it is well worth its very small price.
