Adding persistence option to checksum code

Flagging this issue here - hopefully we will have a patch before the week is over.

Goal is to be able to include code in the checksum in civimail that will make it persistent. We had this for Greens but it didn't go in to core for security concerns.

I think that if we can give option for people to enable it, then the security issue becomes one the client can decide about.
