Partially blank screens

Drupal 4.7; php 4, apache 1.3.

I upgraded to v. 1.7.9821 php4 about a month ago. Everything appeared ok (admin screens, profile lists -- which is what we mostly use).

Last week, virtually every editing screen became partially blank, (e.g.  http://www.inprol.org/civicrm/group?reset=1  only displays:

Recently Viewed:
 (user)

but not the Group Management page. Clicking on any user after a search produces the same result. I'm going crazy trying to figure out what's up. I replaced the module with the most recent version, with the same result (but went back to my old version because I have done a little template customization to the profile search function).

I've searched through the forums here to try to see from other issues if it would help me troubleshoot my problem. I can't turn on CiviCRM debugging (because I get a partially white screen), and the Apache logs are not showing any errors.

To recap:
Not every CiviCRM is blank: the basic search, admin, and overview screens are ok. The data seems to be ok. However, some of the editing templates/interfaces are partially blank. I don't know where to look to troubleshoot further.

Lobo took a look around and found that somehow my web server couldn't write to the templateCompile directory anymore, and wasn't throwing an error. Further, the php.ini was setup to suppress php errors, so it was difficult to figure out what the problem was.

Luckily, Lobo was able to deduce the problem and fix the permissions in the templateCompile directory.

I don't have root or sudo access to the server to figure out why it isn't reporting permission problems, but I'll look into it.
