This definitely happens.  When it does I go to the url and run CiviMailProcessor.php manually, then delete the email last listed in the list (i.e. if it stops at 43 I go in and delete that email.  Once that occurs the floodgate is opened.  The next time it occurs I will save the email for inspection.
