Use in a foster Care Organisation

Hi, my wife has recently started employment in an organisation that provides foster care to children in crisis and children with disabilities.  They are wanting to implement a CRM solution for the organisation. Salesforce was initially suggested, but due to the organisations core values and beliefs they would prefer a free/opensource solution and since I'm the FLOSS expert in the family "I'm" the one doing the searching.  The organisation is a Non-Profit org, but it does have government departments which are regular customers and pay the organisation for it's services.  They need to be able to track:
1 - clients (children needing foster care),
2 - care givers (the families providing foster care),
3 - campaigns around recruiting care givers,
4 - the care status of their clients. 
Other features that software requires are
5 - Web based
6 - multiple and remote access
7 - mailout (e.g. news letters to care families etc)
8 - Customised reporting, including follow up status, assessment of campaign success, client success
9 - Clients Status, Care families status

is CiviCRM able to provide for these requirements, from browsing the FM manual resulting from the recent minisprint it looks fairly powerful to me, however the wording seems to suggest that it is targeted towards charitable organisation who rely more on donations and fundraising than on income gleaned from customers/clients.  Any info would be greatly appreciated as this organisation is helping children that are comming out of extreme home environments and helping to rehabilitate them back into the community.

You might want to check CiviCase (which did not make it into the manual) which seems quite well suited to your needs

CRM Requirements:
One of the primary services we provide is foster care and this is the first service we are establishing in New Zealand.

One of the most difficult parts of foster care is recruiting carers. We currently have about 100 people in various stages of the process; right from making first contact through to completing training. The process of recruiting is coordinated by Support Options Coordinators and we have 3 of those.

We are looking for a simple database that will allow us to track people through the recruiting process and also to follow up with people who made an enquiry but who for whatever reason, did not follow through with a commitment.

We are not looking for a huge degree of sophistication; we would be happy with a simple access database that is able to be modified over time as additional requirements are identified

2. INITIAL ENQUIRY THROUGH TO INFORMATION SESSION

People make their initial enquiry either in response to our advertising, our website or through word-of-mouth. There is a minimum dataset that we require to be captured at the initial enquiry level. Namely:

4. REPORTING AND QUERIES

The purpose of the database is:

Be able to track potential carers as we go through the recruiting process with them:
We need a mechanism for managing and recording contacts and information about what was said
Putting in reminders about forthcoming contacts and follow-ups
Having a method for being able to classify whether people are active or inactive
Being able to produce a report that provides us with the number of potential carers at all stages of the process, by location, by SOC
Being able to track the success of our advertising by being able to produce reports that track carers from various sources
Flags and alerts for SOCs regarding upcoming contacts or calls and items of information that need to be provided from carers but which might be overdue
Tracking where people are up to in the training and assessment process, i.e. which modules have they completed? When are they booked in for other modules?
Recording the results of assessment for future reference
Producing a final training and assessment report that can be signed off and placed in the carers file. The final report would consist of:
