where can I find the latest 2.3 installation

I'd like to download the latest code for Civicrm 2.3 to test it out.
Can you please let me know where to find it?

2.3 is in an active state and is not ready for download / deployment

you can install it from svn if you like. to do so check:

http://wiki.civicrm.org/confluence/display/CRMDOC/Installing+CiviCRM+from+subversion+(SVN)+repository

Is the horizontal menu available only for users who have CRM admin permission?

yes, the horizontal menu is exposed only to non-public pages

the horizontal menu shows up only for admin user, and it doesn't show up for a regular civicrm user who has logged in into civicrm.

How can I enable it for a regular civicrm user who has logged in into civicrm and has civicrm permissions but he is not an admin.
