Limit who can create and send mail

Is it possible to have a separate list of users who can create and send mail.  For example:

User A, B C, D and E can create CiviCRM Mailings

ONLY User C and E can send them.

If so, how would this be accomplished?

We do not need to differentiate creating an email from sending it, but it would probably be wise for us to control who can send to what groups.  Currently 11, mostly chapter level people can send CiviMail.

I know that Access Control can control who can use which groups, but this is not practical for us since each geographical chapter will enter some new names for other chapters and sometimes will need to look names up across chapters.

What I'm thinking is maybe a field in the group record that lists the users that are authorized to send mail for the group.  We are encouraging each chapter to do their own mailings, but I would like to control better who can do mailings to our entire group.

If anyone else has a similar need, please let me know.  At this point, I'm still trying to figure out the strategy, I'm not trying to modify anything.
