Draft and unscheduled mailings getting lost?

I have a report of an unscheduled Draft Mailing getting lost.  I checked the civicrm_Mailing table and found the mailing, hopwever it does not show up either in any listing or in search.  I tried injecting the id of the mailing url into the mid variable (which I confirmed does work with other "visible" mailings) and I got a "You do not have permission to access this mailing report" error, as did the author of the mailing.  Could they have done something to prematurely "retire" the mailing or has the lookup mechanism got a bug?  Are there other table I can check for the validity of dependent valid cross-reference info?
